STEVE M. ZIGAN, P.G., C.HG.
Senior Principal
President

Mr. Zigan has approximately 24 years of experience in geology and hydrogeology.  His areas of expertise include geology, hydrogeology, hazardous waste investigations, contaminant transport analyses, and soil and groundwater remediation.  

He has managed site clean-ups and reconstruction projects up to $3,000,000 in value and served as the Registered Geologist for over 400 projects involving monitoring well installations, performing and evaluating pump drawdown tests, and designing and installing treatment systems. 

Mr. Zigan has approximately 18 years of experience conducting environmental investigations and modeling the fate and transport of a variety of chemicals in the subsurface.  He has specialized in assessment of soil and groundwater; fate and transport modeling; remedial investigations; evaluation of aquifer and vadose zone properties; evaluation of regulatory compliance and negotiation with regulatory agencies; risk analysis; risk-based decision making; risk-based corrective action analyses; and data compilation and analysis for litigation support.  He has extensive experience in all aspects of environmental geologic and hydrogeologic investigations.

Prior to performing environmental geological studies, Mr. Zigan spent four years as a petroleum exploration geologist for a major oil company, and three years mapping geologic structures for the U.S. Forest Service. 

 

JOSEPH E. O'CONNELL, Sc.D., P.E.

Dr. Joseph O’Connell has over 30 years of experience in the chemical and petroleum industry designing and operating chemical equipment to meet production goals while staying within local environmental guidelines.  He has specialized in the design, selection, and specification of equipment to accomplish the remedial job at hand.  Applications include wastewater treatment, waste solids impoundment, chlorine gas scrubbing, removal of volatile chlorinated hydrocarbons from the subsurface, and clean-up of soils and groundwater impacted with oils, volatile hydrocarbons and fuel oxygenates.

Dr. O’Connell served in a variety of technical and managerial positions for Kaiser Aluminum and Chemical Corporation before leaving to start his own environmental firm.  This work involved not only the design and operation of equipment to manufacture HF, chlorine, caustic soda, phosgene and isocyanates, but also negotiations with the EPA regarding a consent decree for the impoundment of red mud and sulfate residues from chemical operations.  More recently Dr. O’Connell has acted as president of FarBest Chemical Corporation, a manufacturer of specialty chemicals.  He has been associated with Environmental Resolutions as a founder and principal engineer since co-founding the company in 1990.

Current responsibilities include selection, training, and oversight of technical personnel responsible for the design and operation of remedial equipment operated by the company for various clients.  Emphasis is on effective, safe operation of the equipment.

 

ROBERT L. KROEGER, MBA
Division Manager

Mr. Kroeger has approximately 13 years of experience conducting environmental investigations.  He has strong experience in engineering system design, construction management, installation and inspection of electrical and piping systems, feasibility and treat ability studies, soil and groundwater remediation, and remedial technology evaluation.

Mr. Kroeger has expertise in soil and groundwater and remedial investigations, including remediation system installation, system operation and maintenance, and site closure.  He has experience in carrying out all aspects of environmental investigations including developing programs, handling logistics for drilling and sampling operations, acting as a liaison between the client and governmental agencies, and developing and observing clean-up activities for soil and groundwater containing petroleum hydrocarbons. Mr. Kroeger is experienced in client and regulatory negotiations; contract and program management; and commercial, municipal and federal contracts management.

Mr. Kroeger was the Branch Manager/Operations Manager for the Southern California offices of ERI.  He has supervised over 35 engineers, geologists, and field technicians; and been responsible for overall project staffing; scheduling; proposal preparation, estimating, and material take-offs. 

 

Keith A. Romstad, RG, LH, REA II
Senior Principal

Mr. Romstad has approximately 20 years of experience conducting environmental investigations.  He has specialized in assessment of soil and groundwater and remedial investigations, including conducting groundwater pumping tests and evaluating pumping test data, performing groundwater modeling, and bioremediating soil, vapor streams, and groundwater.  He has experience in carrying out all aspects of environmental geologic investigations, from developing programs; handling logistics for drilling and sampling operations; and acting as a liaison between the client and governmental agencies, to developing and observing clean-up activities for soil and groundwater containing petroleum hydrocarbons.

 Mr. Romstad has served as a Program Manager and Branch Manager for major petroleum companies in the western United States for approximately 15 years and additionally as a Vice President and Chief Operating Officer for approximately 7 years.  In this capacity, he is responsible to the client for insuring that all work in various offices is performed in an appropriate manner and at the same quality. 

 Mr. Romstad has provided technical evaluation and planning of future liability costs for portfolio of approximately 130 properties to assist in cost allocation, global “buy-out” of liability, and transfer of management between two major oil companies and been testifying expert in a cost allocation disputes submitted to binding arbitration for a major oil company.  Disputes involved allegations of new petroleum releases at sites since transfer of property.  Mr. Romstad provided technical evaluation of fate and transport issues and allocation of assessment and remediation costs.
